The threshold of violence

In Chapter III, Locke turns to that which he terms the state of war. A man with a settled intent to do me harm places himself in a state of war with me. This notion actually connects up for Locke with the idea of revolution: the people will not revolt unless there is a settled intention on the part of the government to harm them.
